King George’s Medical University (KGMU) in Lucknow decided to initiate an inquiry into allegations of harassment and attempts to force religious conversion of employees by colleagues and senior staff, following a report submitted by the Uttar Pradesh Police’s Special Task Force (STF) to the state government.

The STF report, submitted in August, flagged alleged instances of physical and mental harassment of female junior resident doctors, nursing staff and a contractual employee by male nursing staff, doctors and a head of department. The allegations include pressure to convert, threats to damage careers and attempts to silence women who raised complaints.

The university received the report from the state government on Thursday and will place it before its executive council before constituting a committee to examine the allegations.

KGMU spokesperson Dr K K Singh told The Indian Express that the STF had not recommended criminal proceedings against those named in the report but had referred the matter for disciplinary action.

“We will place the report before the university’s executive council, after which a committee will be constituted to examine the allegations. The disciplinary committee will assess whether the allegations have merit. All the issues raised in the report will be examined," Singh said.

STF Report Flags Allegations Across Four Departments

According to the report, the STF inquiry was initiated after a complaint by a man identifying himself as the president of the UP Youth Association, who sought a probe into alleged religious conversions and what he described as “love jihad" cases on the university campus.

The report claims to have identified instances of alleged harassment in four KGMU departments. It also alleges that some faculty members shielded colleagues, resident doctors, students and nursing staff accused of misconduct, allowing the alleged harassment to continue.

The report further claims that women who objected to such behaviour or complained about it were threatened with damage to their careers, being labelled mentally unstable or losing their jobs.

In one instance, a nursing staff member who was in a relationship with a colleague from a different faith was allegedly subjected to physical and mental harassment and pressured to convert.

Another allegation concerns a 50-year-old employee who allegedly stalked and harassed a 25-year-old contractual computer operator in his department and pressured her to convert and marry him. The woman reportedly approached the head of the department, following which a committee was constituted. However, the STF report alleges that no action was taken against the employee and the woman’s contract was terminated.

Resident Doctor Accused Of Pressuring Women To Convert

The STF report also alleges that a resident doctor in another department drew two female colleagues into relationships and subsequently blackmailed and pressured them to convert.

When the women reportedly raised the matter with the department, faculty members and the head of the department allegedly tried to suppress their complaints. The report claims the women were threatened with damage to their careers and failure in their examinations.

In another instance, the family of a woman who complained of alleged coercion to convert claimed that the department head described her as a “psychopath" and defended the accused doctor. The report alleges that the family’s concerns were dismissed, leaving them under pressure to consider a compromise.

The STF also flagged alleged bias in the allocation of leave. It claimed that resident doctors seeking leave for festivals such as Chhath Puja or to attend their grandparents’ funerals faced insensitive remarks, while colleagues from the minority community were granted leave for prayers, weddings and other personal engagements.

Two KGMU Staff Members Arrested In Separate Cases

The STF inquiry followed allegations of religious conversion and “love jihad" that emerged last year. In January, Lucknow Police arrested two KGMU-linked individuals in separate cases.

Rameezuddin alias Rameez Malik, a junior resident in the university’s Department of Pathology, was arrested on January 9. He faces allegations of sexually exploiting two women and attempting to convert them.

In a separate case, a medical intern was arrested over allegations of sexually exploiting a nursing student on the false promise of marriage.

The STF report links the cases to allegations of a wider pattern of misconduct and the alleged shielding of accused individuals by faculty members.

Government Seeks Action-Taken Report

In its communication to KGMU, the state government directed the university to initiate action against employees named in the STF report in accordance with the KGMU Act, 2002, and the university’s statutes.

It has also asked the institution to submit an action-taken report. The university’s executive council is likely to meet next month, after which a committee will examine the allegations and determine whether disciplinary action is warranted.
