The Bharatiya Janata Party (BJP), which swept to power in West Bengal in the 2026 assembly elections by winning 209 seats, is now turning its attention to the upcoming urban local body polls. With elections to the Kolkata Municipal Corporation (KMC) and six other municipal bodies expected around the end of November, the party has once again placed its Sankalp Patra (manifesto) at the centre of its electoral strategy.

According to sources, the BJP is preparing a fresh Sankalp Patra for the civic elections, with particular emphasis on local infrastructure, urban governance and issues affecting residents. The manifesto is expected to reflect public feedback and address concerns that featured prominently during the party’s assembly election campaign.

The seven civic bodies expected to go to the polls are the Kolkata Municipal Corporation, Howrah Municipal Corporation, Bally, Haldia, Dhupguri, Kalimpong and Kurseong municipalities. The proposed election schedule is yet to be officially confirmed.

Tapas Roy’s Key Role

Industries minister Tapas Roy, who played a significant role in preparing the BJP’s assembly election manifesto, has again been entrusted with an important role in framing the party’s civic election promises, sources said.

Speaking to News18, Roy expressed confidence about the BJP’s prospects in the Kolkata Municipal Corporation elections and said the party was already prepared with its manifesto.

“This time, we are confident that we will win more than 150 seats in the Kolkata Municipal Corporation. We expect to perform well in the other municipal bodies as well. We are preparing a Sankalp Patra this time too, and it is ready. A great deal of emphasis has gone into preparing this manifesto as well," Roy told News18.

The BJP’s proposed target of more than 150 seats in the KMC comes as the party prepares to translate its assembly election victory into support at the urban local body level. The civic elections will test the party’s ability to convert its state-wide mandate into a campaign focused on neighbourhood-level concerns and municipal administration.

‘Sankalp Patra’ Back At The Centre Of BJP’s Strategy

The BJP’s assembly election manifesto was a prominent part of its campaign, with the party placing emphasis on public outreach and feedback while formulating its promises.

Sources said a similar approach is being followed for the civic elections, with the party seeking to frame its commitments around issues that directly affect residents of Kolkata and the other municipal areas.

Unlike an assembly election manifesto, which covers a wide range of state-level policy commitments, a civic manifesto is expected to focus more closely on municipal services, infrastructure, urban planning, public amenities and accountability in local administration.

The BJP’s challenge will be to translate these broader themes into specific commitments that address the concerns of residents across different municipal jurisdictions.

Syndicate Raj, Promoter Raj Among Key Campaign Issues

Urban governance is expected to be a major theme of the BJP’s civic election campaign. During the assembly election campaign, BJP leaders repeatedly raised allegations of syndicate raj and promoter raj, particularly in connection with construction activities and alleged irregularities in urban development.

The party has also highlighted allegations involving the conversion of water bodies into residential developments, claiming that promoters have flouted legal requirements in some cases. These issues are likely to remain part of the political debate as the civic polls approach.

For residents, the questions surrounding urban development extend beyond political allegations to concerns about compliance with planning regulations, protection of water bodies, drainage, road conditions, water supply, waste management and the delivery of essential municipal services.

The manifesto could provide the BJP with an opportunity to outline how it proposes to address these concerns through municipal governance. However, the specific promises and proposed implementation mechanisms will become clear only when the party formally releases the document.

Ward Expansion Adds Another Dimension To Civic Polls

The upcoming elections will also take place against the backdrop of changes to the ward structure of two major municipal corporations.

In August 2026, the West Bengal Assembly passed bills increasing the number of wards in the Kolkata Municipal Corporation from 144 to 209 and in the Howrah Municipal Corporation from 50 to 68.

The expansion will have implications for the electoral map of the two civic bodies, including ward-level campaigning, candidate selection and the distribution of political support. The final electoral arrangements and their implementation will be important factors in determining how the parties prepare for the polls.

High Expectations From New Government

With the BJP now in power in West Bengal, the forthcoming municipal elections will offer an early test of public support for the new administration in urban areas.

The party’s Sankalp Patra is expected to be an important component of that effort. Alongside its campaign against alleged irregularities in urban development, the BJP will have to demonstrate how its proposed policies can address everyday civic problems and improve municipal services.

The focus will be on whether the party can turn its assembly election mandate into a credible urban governance agenda, while presenting specific and measurable commitments to voters.

For now, the BJP has expressed confidence about its prospects, with Tapas Roy projecting a target of more than 150 seats in the Kolkata Municipal Corporation. The party’s final manifesto, its candidate selection and the official election schedule will determine the shape of the civic poll campaign in the weeks ahead. BJP chief Nitin Nabin is expected to come to Bengal on November 1 and is likely to have meetings on urban elections.
