Uttar Pradesh Chief Minister Yogi Adityanath
Uttar Pradesh Chief Minister Yogi Adityanath highlighted the role of emerging technologies in public welfare, justice and youth employment, citing the state’s expansion of cyber policing and forensic science infrastructure since 2017.
In a post on X (formerly Twitter) ahead of his participation in ‘TechSangam 2026’ at the Uttar Pradesh State Institute of Forensic Science (UPSIFS) in Lucknow, Yogi Adityanath said promoting modern technology, scientific research and skilled human resources in cybersecurity and forensic science was essential to meet the needs of a changing society.
“Connecting new technological possibilities with public welfare, justice and a bright future for youth is the greatest need of the hour," he said.
TechSangam 2026 focuses on emerging areas such as artificial intelligence, cyber forensics, quantum technology and data protection. The event brings together scientists, technical experts, policymakers, legal professionals and industry representatives to discuss how technological innovation can strengthen citizen safety, the justice system and digital trust.
Yogi Adityanath Highlights Transformation Since 2017
The chief minister described the event as a reflection of Uttar Pradesh’s changing work culture, contrasting the state’s cyber policing and forensic infrastructure before and after 2017.
Yogi Adityanath said Uttar Pradesh had only two cyber police stations and four forensic laboratories before 2017. He said the limited use of scientific investigation and the lack of scientific evidence often allowed criminals to evade legal consequences, with the conviction rate remaining below 30%.
After 2017, the state government began expanding its technological and investigative capabilities, he said. Today, all 75 districts have cyber police stations, while efforts are underway to establish forensic laboratories in every division.
Yogi Adityanath said the expansion of these resources had strengthened the state’s capacity to tackle cybercrime and other emerging challenges, while improving the prospects of bringing offenders to justice. He also said the conviction rate had increased.
Yogi Adityanath said cybersecurity and forensic science were opening up opportunities for young people in quality education, research and employment. He emphasised that technology should not be limited to innovation alone but should also help deliver effective justice and provide young people with new avenues for professional growth.
Focus On Self-Reliance In Emerging Technologies
Yogi Adityanath said the exchange of ideas at TechSangam 2026 would contribute to India’s efforts to become self-reliant in emerging technologies and use them to make citizens’ lives safer and more convenient.
He also linked the initiative to the broader national vision of building a ‘Viksit Bharat’ through the strength of ‘Aatmanirbhar Bharat’, stressing the importance of combining technological progress with public welfare and a stronger justice system.
